Chemical Industry Practice Leader

Dr. Burke joined FACTOR in October 2016, after 33 years in the Chemical Industry, most recently as Expertise Director for Supply Chain Safety, Security, Risk Management, and Sustainability for the Dow Chemical Company. Cherry’s career has been dedicated to the assessment of risks, design and implementation of risk management systems, and spearheading of risk reduction efforts to protect society and the environment as well as the enterprise.

Cherry joined Dow in 2006, after 23 years with DuPont, to lead the management of Dow’s transportation safety and security, risk assessment and mitigation, compliance, and issues management activities, worldwide. In this role, she developed and executed programs to reduce the number and severity of transportation incidents, engaged businesses in significant risk reduction across targeted supply chains, established comprehensive requirements and consistent work processes within the company, and influenced Dow’s supply chain partners to implement enhanced safety and security performance improvement systems. Dow’s comprehensive program to qualify and periodically assess Logistics Service Providers was developed under Cherry’s direction, and is based on Responsible Care® principles and the management system approach. At Dow and DuPont, Cherry championed Responsible Care® both internally and externally, executing a strong management system throughout Supply Chain and Logistics, and successfully sponsoring many Logistics Service Providers, particularly bulk truck carriers, in their pursuit of Responsible Care® certification. 

In addition to her strong engagement with Logistics Service Providers in the implementation of Responsible Care® and associated safety, security, and risk reduction initiatives, Cherry’s hands-on experience in the trucking industry, as a company driver and later an owner operator leased to CSX Intermodal, Cherry understands the challenges in - and benefits from - implementing a strong EHS&S management system. Cherry’s heart is in trucking, and to this day, she retains her CDL with Hazardous Materials Endorsement.

Cherry has participated in industry activities related to improvement of hazardous materials transportation safety and security for over 20 years. In addition to sitting on several government expert panels related to hazardous materials transportation risk management, she has been a member of numerous industry task forces focusing on transportation safety and security. Cherry was a member of National Research Council’s Transportation Research Board (TRB) Committee on the Transportation of Hazardous Materials, and served as chair of the Technical Oversight Committee of TRB’s Hazardous Material Cooperative Research Program. She sat on the American Chemistry Council’s (ACC) Distribution Committee and was the ACC’s representative on the Advanced Tank Car Collaborative Research Program (ATCCRP). 

Cherry received a Bachelor of Science degree from the University of Connecticut in 1976, followed by a Master of Public Health in Epidemiology and Biostatistics (1978), and a Ph.D. in Epidemiologic Science (1983), from the University of Michigan. She is a certified Lead Auditor in RCMS® and RC14001®.
